The small pelagic fisheries of the Ombai strait offer a pivotal role for fishers and local communities in Indonesia-Timor Leste, but uncontrolled fishing practices may cause copious number of problems. Regardless proper management, such condition enables to generate further problems associated with alleviation of fish resource and ecosystem services, which in turn capable of causing disturbances in several aspects such as economic, social, politic, and security. In this regard, there is a clear necessity to establish a collaborative management between Indonesia and Timor Leste in order to manage small pelagic resources. Several important factors that could strengthen the cooperation between two countries included transboundary resources, identic fishery characteristic (dominated by small-scale fisheries) and location, presence of informal agreement and co-operation among traditional fishers in fishing activities, and strong kinship, relationship between communities in boundary areas of Indonesia and Timor Leste. Therefore, in order to support
transboundary small pelagic fisheries management, collaboration related to comprehensive studies and development of management regime is required.

Abstract. Corn is one of the most popular crops worldwide, including West Timor farmers. However, minimal reports on
corn water productivity (WPCorn) growth exist. This research would make a remarkable contribution to fill this gap. This
study aims to estimate WPCorn of West Timor to subsequently determine its total factor productivity (TFP) growth during
2000–2015. To do so, we used 16 years of balanced panel data on climate and the crop. WPCorn was estimated based on
corn water use (CWUCorn). Then, SFA-MI was applied to determine TFP growth. The results showed that mean WPCorn in
this region was 0.782 kg/m3 water use, the highest being 1.585 kg/m3 in the TTU district (2010), while the lowest was
0.225 kg/m3 in the Belu district (2012). Average TFP growth was 0.996, equal with efficiency change (EFC) and technology
change (TEC), which was 1.000. However, during this period, there were decreases in TFP, EFC, and TEC by 5.949%,
0.557%, and 5.422%, respectively. The location of the Kupang municipal had the highest TFP growth (1.005), while the
Belu district had the lowest (0.990). Corn production technology should be improved while increasing water uses efficiency
to boost and sustain corn production.
